gtk: Replace -gtk-icon-effect with -gtk-icon-filter

Instead of
  -gtk-icon-effect: dim;
  -gtk-icon-effect: hilight;
we now use
  -gtk-icon-filter: opacity(0.5);
  -gtk-icon-filter: brightness(1.2);
respectively.
